Once you were reasonably dark adapted yes...  I stopped in a layby on the Main Swansea-Brecon road and there was a bit of traffic earlier on which I tried to avoid  I had half an hour without any lights towards the end which might have caused me to attribute the brightening as I was leaving although there was a large spike in the index starting about the same time - I guess I should have checked the data before leaving...
