Bizarre. That's my neck of the woods and you'd be pretty hard pressed to even see Sirius from that location. The light pollution from central Sheffield paints the entire sky a dull orange. Sad but true.

The M1 between Sheffield and Rotherham has the worst light pollution on the planet. Not only is the sky bright, there's a car-fume haze over the entire area!

Many major roads aren’t fully lit so certainly possible. I assume from the Police response that A road central reservations are fair game?!

I don't think I would fair very well carting my gear out across 3 lanes, even at night, it takes me all my effort to get it out of the garage onto the patio, far too heavy 🙂 
If a car didn't get me I think I would probably suffer some other fatal incident at some stage.
