It's quite common for the focal length to be specified that way. The clue is in the forward-slash:

F15 - a focal ratio

F/950 - a focal length

Huh? Is that right? I always thought f-ratios were expressed as f/#... I don't think I've ever seen focal length expressed that way. Perhaps I just hang out in the wrong places...
