The angle of it makes me suspect it is off of an anti-aircraft gun.

It's the sight for the British High Angle Gun, a type of AA. Basically works like you think it will.

Probably has a reasonable quality erfle eyepiece. Might be fun getting it to fit a scope.

Doesn't often turn up these days - those WWII optics were really high quality & the mechanics were really solidly built (after all even the Army had to use them), you wouldn't want to carry them far though. A quick clean & modern anti-reflection coatings would turn something like that into a real killer rich field scope.

I had a pair of US binoculars and a pair of Carl Zeis German ones serviced and Irefinished them and tracked down missing parts. Some very excellent optics, despite being only 6x30.
