UK astro engineer

Are there any reliable UK engineers who could make the bottom half of a pier adapter for me, as I can source the upper plate to adjoin the mount. Non-standard pier.

Or has anyone ever used an online CNC company, and if so with what results?

No, I've not done any drawings yet, but I examined the proposed pier today which is made of concrete, and it is much less stable than I had anticipated, so ditching that idea.

I think my new idea is to install a custom bought pier onto an existing submerged concrete block. The only issue will be attaching the pier down onto the block, as there are no bolts sticking up from below, so the only option would be to drill into the block and use some dedicated expanding bolts.

I would suggest avoiding using expanding bolts.

A good solution would be to drill slightly oversized holes and install threaded bar studs into the holes using construction epoxy - then tighten down with nuts.

Why do you say avoid expanding (anchor) bolts out of interest?

Expanding anchors can split concrete quite easily. 

Chemical anchors are the way to go; drill your hole, be sure to remove most of the debris from the hole, inject two part epoxy and wind your anchor bolt into the epoxy.

Resin is the way to go. Use a bicycle pump to blow any dust out of the holes first. Also, squeeze some resin off the nozzle until it starts mixing into a gun metal grey. It takes a few pumps to mix properly.

resin definately i got mine fron screwfix i think absolutely solid

I used a modified old brake disc it was perfect for the job
