You first perform a Fourier transform on the image, remove the unwanted peaks, and transform back. The Fourier transform turns an image into a 2D spectrum in which the intensity of each pixel is the amplitude of sine waves of different wavelengths that can reproduce the image. By lowering the spike corresponding to the NR wavelength, and transforming back, you remove the NRs (hopefully)
