CAN SOMEONE TELL ME WHAT THIS IS FOR?

I inherited 3 telescopes Meade, Mizar and Intes Russian and also the glas I an showing in the picture. What is it?

Hello and welcome to SGL. I am not sure, but I think it could be a cinematic projector lens.

The mechanical fasteners are not typical of those used on aircraft applications, not military anyway. The wing nut would certainly not be used, to prone to vibration and no locking wire evident. My guess is more likely to be a cinema projector as suggested.
