You'd have thought with next to no atmosphere the seeing would be great, but that's dreadful

Maybe it was taken during a dust storm? There are lots of dust devils on Mars.

This is an old picture taken by Spirit, not Curiosity. We know that for three reasons.

1) The solar panels in the foreground - Curiosity has none.

2) The "Eff Your Spirit" placard produced by the Martians.

3) If it were Curiosity, the Martians would be fleeing as the rover's laser gun incinerated them one by one.
