Yes, they are a nuisance. I have a local 'friendly' police copter that sometimes pays me a visit if I am out late. So far I have resisted the temptation to 'buzz' them with my green laser finder [ not seriously considering it - yet!]

I think you will find that they are probably watching something.

They go into a circling flight mode as it saves a lot of fuel, hovering is very expensive compaired to forward flight.

A lot of helicopters can only hover for 5 or 10 mins as the engine will overheat.

That is one of the reasons the harrier only hovers for a short time too, even thought they pump cold water through it in the hover.

The only helicopter that can hover for a full tank of fuel is the Apache helicopter and you not even see it looking at you it be 3 miles away.

No IIRC it is only enough for two mins or so.

Although you might find you are being illuminated by it's target designation laser.......just before a laser giuded bomb hits you!
