Flocking is lining the inside of the tube with anti-reflective flocking (self adhesive) that reduces the amount of light reflected from the tube sides. Helps improve contrast. The standard tube looks black inside until you see one that has been flocked with the proper material.

A few bits of tiny fluff aren't going to affect the scope so I'd leave the mirror alone at this point.

The price of that flocking material, it'd cost me £38 for the 3 sheets I need for my scope and shipping. There must be somewhere cheaper in the UK.
