It's more a safety point that you don't want it being in standing water or getting rained on, or equally in a sealed compartment with no possibility of airflow. 

I have similar 4A and 7A 13.8V supplies that I run my kit from - both have large heatsinks at rear to dissipate heat and produce more than enough heat to not have issues with dew and the like when used outside.

Good advice. For those of us too lazy to make a box, or just trying out new kit, the following my be useful.

If you take the supply from a 20C/22C house, and immediately power it up then internal self heating will keep it dry.

If you take it from a cold dry shed and immediately use it outside, the same applies.

Keeping electrical stuff off the ground on a small table also helps discourage condensation as the air is moving around a bit more. It also helps avoid trips in the dark.

If you put it in the garden mid afternoon and leave it unpowered until dark, condensation may form inside, leading to failure.

If you bring it cold from outside and or your shed and power it immediately in your warm humid house, expect problems or even pops and bangs.
