.........effectively yes. Careful mounting reduces vibrations entering the scope, which will shake your image at higher magnifications. Some folk use a basic PC fan and a 9V battery, possibly adding a resistor and a switch for customisation.

might sound stupid but why do people put fans on the bottom of their scope when its cold outside anyway ?

are you buying ian, and what ?

Draws the cooler air through quicker. I store my scope indoors, so If I wanted to reduce the time for my telescope to ambient, I could fit a mirror!

No matter how well balanced the fan bearings, I would do as Moonshane suggests, however,  I would be more inclined to  cut a hole to accept a fan for cross flow  ventilation with  exit ports. The arguments for suck or blow  along the OTA continue, but I favour the cross flow method.
