Is this set up properly?

The receipt says the tripod/mount is an EQ3/2 but the setup manual has instructions for the NEQ3 and the EQ5

Your setup is correct. The instructions for the mount are fairly generic so can be applied for the EQ3-2, NEQ3 and EQ5. The EQ3-2 and NEQ3 are more or less the same mount.

As you will have discovered by now most (=all) mount and scope "instructions" are woefully inadequate!!

Looks good to me dont worry about the black bar that supports the rings getting scratched up you will use it it a lot and it will get scratched to bits but thats just how it is made. I have pictures of my Sky watcher 200p unboxing on my later posts on my blog if you need to check anything. Looks like your going to have fun!
