Why as the moon risen on the west and traveling east to set??

It boils down to the angular momentum of the original gas cloud from which the solar system formed. The only exceptions are due to interactions like the one that put Uranus so far over on its axis that is seems to rotate the wrong way.

Though it's difficult to tell because it's virtually on its side!

And there is a moon which does something odd too, but can't remember which.

Would that be Phobos? Beacause of its tight orbit, that moves around Mars from West to East faster than Mars turns from West to East.

Im not saying anyone is wrong at all just getting other people's views on something thats all, I'm just a pure beginner, here to learn.
