Why as the moon risen on the west and traveling east to set??

It boils down to the angular momentum of the original gas cloud from which the solar system formed. The only exceptions are due to interactions like the one that put Uranus so far over on its axis that is seems to rotate the wrong way.

Though it's difficult to tell because it's virtually on its side!

Would that be Phobos? Beacause of its tight orbit, that moves around Mars from West to East faster than Mars turns from West to East.

Triton has a retrograde orbit around Neptune.

The Sun caught up with the Moon and overtook it, so although the Moon was traveling in the correct direction it looked as though it was moving in the opposite direction.

Unless the Earth has suddenly stopped and decided to rotate in the opposite direction after a few billion years then everything will always rise in the East and set in the West.
