Clear outside app tutorial help

Can someone give me a fast tutorial on how exactly to read this app, what does everything mean? And what is good and bad? 

What exactly are people looking at when using this app?

Main thing I look at is cloud cover, lower the number the better.  Also, the times across the top row are colour coordinated, so I'd the time shows up in green it 'should' be good to go, red not a chance and orange....possibly maybe.  I also occasionally look at wind and temp.

Humidity is also important (more than 80 means bad seing). bad visibility (lower than 8 ) will result in ... bad visibility.
