Assuming both images are of the same pixel scale and have been perfectly aligned, you can just open both images, and on one image - select all (ctrl+a), copy it (crtl+v), then click on the other image and hit paste (ctrl+v).

That will create a layer, if you cant see the layer window - go to the "window" menu and select layers. The next step is to select the layer youve just pasted in and select blend mode "difference", then click the icon on the top right of the toolbox (looks like a mouse pointer with a cross next to it) - that is the tool that allows you to "grab" the layer and move it about. Fine adjustments can be made using the arrow keys.

When done, change the blend mode back to normal, or to whatever mode you need it to be (depending on what youre doing next).

Create a new image of a suitable size (maybe double the size of your two images - it may be a bit big, but no matter).  Open the two images you have as well.  Copy and paste each of your images onto the new image - they will automatically go into their own layers.  By selecting the layer of each image you can move them around independently.  When you are done crop the large "new" image to the size you want.  Then "flatten image".  Save your new image which is now a composite of your two starting images.
