Laser from Okinawa

On one of the Japanese islands has a laser that is pointed in a specific direction and constantly on.

The attached picture (below) shows the laser in action.

The person who sent me the email thinks that it is astronomical in purpose - but has no idea what/why. But beleives that the location of the laser / island is relevant (Something to do with 123 ° 45'6 .789 ").

I think that's the one that permanently pointing at the center of our galaxy....

Does the laser pass through galactic centre? So it points on the Galactic plane.

Due to the rotation of the earth it cannot permanently point to the centre... or am I forgetting something? Also I don't get why the laser would not point straight up...

I did some Googling and there is/was some fancy stuff based in Okinawa to measure the levels of free radicals in the atmosphere using a big monster laser. Maybe its something to do with that?
