They are working on the basis that it will stop raining for at least one day at some time.

They probably don't know which day nor when but it will in probability stop one day for a while and then they can say "Look, told you it would stop."

I could predict that sometime in the next month it will be fine weather for one of the days.

I will no doubt be correct, just it means nothing.

We get good weather and we get bad weather, eventually the weather changes from one to another. Even if the good weather period is short in comparison.
