An example just struck me, actually. A friend designed and built some horse shelters to put in his fields. They're hefty things, perhaps 4m x 8m floor plan and 3.5m high with a metal roof. He designed them specifically so they could be towed around (which he has in fact done to demonstrate the point, though it requires a decent 4WD vehicle or a tractor). Planning permission was not required because anything that can be there one minute and gone the next clearly has to be considered temporary.

A few years ago we put up a couple of large wooden sheds with metal roofs in our field near the road boundary. The uprights were hefty timbers sunk into the ground. A nosy neighbour called the council and a chap came out to look - he was quite happy and confirmed that we didn't need planning permission.
