The telescope for seeing all the lunar litter has yet to be built, I think. It would certainly be cool to see it though.

The largest thing up there is around the size of a van I think. Too small for earthbound scopes to see. Bits of equipment and lunar rover tyre tracks have recently been imaged by the Lunar Reconnaissance Orbiter:

If you assumed that 1000x would be the maximum possible earthbound magnification due to seeing, then the Moon would appear as seen by the naked eye at a distance of 250 miles. You'd have to have pretty good eyesight to see the flag at that range! .
