I think the mass of evidence collected over the last fifty year or so suggests that TLP's do occur and have been observed by highly reputable observers. However there is not yet a full explanation for all the different types of TLP observed.

BUT I've never seen one either!! :)

I've seen one of the classic blue hazes in Aristarchus and a starlike point on the unlit portion of a 5 day old Moon so I would have to go for reality. This represents 2 events in over 50 years of lunar observing so they are not common. :).
