The BBC forecasts tend to ignore high cloud, cirrostratus or even altostratus overcast is called "clear". Go to the Met Office site, the BBC forecasts are derived from the same data anyway. High clouds show up beautifully on the infra red satellite images, and the animations show which way they're going.

Perpetual UK Forecast...

There will be some sunshine , some rain , some fog, some snow, some gales sometime... these will usually occur at the least convenient time for whatever activity you have planned ....

there we are who needs the met office...
