I sometimes find that tapping the download icon again and restarting the download sorts the problem.

Good luck - mine downloaded and installed on an 11 just fine - and the iPad.

Had another go and now got some sort of icon that says loading but seems to have stalled.

After ten minutes or so it suddenly started moving along and installed.
