Very hard to balance 200P in DEC axis?

I have trouble balancing the DEC axis, its always top heavy no matter where the dovetail is. I'm using the HEQ5 Pro, the RA axis is fine but DEC is just out of balance for some reason.

1st thought is to put additional weighs on the dove tail.

second is a longer dove tail.

Can't you loosen the scope rings and slide the OTA down a bit?

Forgot that one, assumed it had been done.

I have a 3rd ring on my reflectors to help prevent the OTA “dropping” more that I want.

Also can be used to balance the OTA vertically.
