I built a shed with a chipboard floor several years ago. Since wet gardening equipment was being carried in, I wondered what to do to protect it. Eventually, I simply put down decent quality roofing felt - I just laid it flat, no nails or glue and overlapped the joints.

It is still going strong. It gets walked on quite a bit but obviously not as much as say an observatory floor but has stood up very well.

Ordinary PVA will seal chipboard, but its NOT water/damp proof, and the chipboard will fall apart if it gets wet.

However, Evostick do a waterproof version of their PVA wood glue, although I've no experience of it.

Strandboard aka Sterling Board is a better bet than Chipboard, as its exterior grade material, and classed as 'Stuctural'.
