Slightly confused with flat frames!

Hi, I have been reading about how to take flat frames and in a lot of posts/tutorials people talk about getting the histogram peak at 1/3 to 1/2 of the total histogram.

Does this mean a sharp peak which is 1/3 to 1/2 of the way across the whole graph from say the left hand edge, or, does it mean the shaded area covers 1/3 to 1/2 of the full graph?

So, in other words like A or B below:
