daft question...do I stand a chance of seeing M95 with a 3" reflector telescope?

M95 is listed as mag 11.4 (another says 10th mag) and with general light pollution and the moon I would doubt it with a 3" reflector. Neither M95 or M96 is easy. The sky makes a lot of difference as one guide says may be glimpsed in binoculars if DARK. They do not say how big the binoculars implied are however.
