Water entering pulsar observatory

Hi does anyone know how to stop water entering pulsar observatory at junction with flat concrete base. Many ideas but has anyone with one that works practically for the long term. I am even researching bespoke guttering but will cost a fortune!?thanks

Outdoor window frame sealant around the inner lip. I’ve had one for 18 years. I also painted over it with concrete floor sealant.

Can you explain why? I know that acrylic can be over painted whereas silicone won't. But otherwise I thought silicone was superior?

CT1 is a miracle product in a tube, beats all other sealants, any tradesman will tell you that.

Silicone doesn't wear well outside, as said above CT1 sticks like s***
