Software to convert fits to tif in 16 bits?

Hi,

Can anyone recommend an easy to use tool for Windows that will import 16 bit fits files and export as 16 bit tif? Free would be a bonus! My max budget is £30 as I don't really need anything else, just fits conversion.

The fits images are 4096x4096 pixels.

ImPPG will actually also do that (grey-scale only, alas)
