Worst case is the Ha passes only the Ha and the IR cut blocks it.

So nothing out the combination.

It will depend where the IR cut occurs. If the cut is below the Ha wavelength then the IR passes it and the Ha passes only the Ha so you have in effect just the Ha which you would have had with the Ha anyway.

Need to know accurately the wavelengths passed by the IR cut, but it will either do nothing or cause the combination to block everything.

Having no filter wheel at the moment , is it possible to stack a H Alpha 7nm with a Neodymium IR Cut filter, what are the advantages and disadvantages 

Why would you want to stack an Ha with a Neodymium  filter? The Ha filter is about as a strong an LP filter as you get so there is no benefit stacking another broadband filter with it. At times you may have to stack a broadband LP filter with RGB to cut down the LP effect but not with an Ha filter.
