Correct altitude bolt setting

Some time ago I replaced the lower bendy bolt on my EQ6 with an industrial steel bolt and use a 17mm ring spanner to provide "fine" adjustment.

I did not replace the top bolt as it is only screwed in enough to take up the slack.

I am now trying to get a repeatable polar alignment and wondering if I should be using the bottom bolt to get close to the correct setting and then use the top bolt to hold it spot on.

What do other people do?
