Re-installing DSS problems

I had some issues with my laptop and had to re-download and install some programs. After getting DSS downloaded I had to extract the RAR files. I used WinRAR and after choosing the files to extract, a message window pops up saying that I can't open them as I don't have permission?

What am I doing wrong and what am I missing?

Try right click and run as administrator.

Well somehow I managed to get it installed and now when trying to open it I get an error message "The program can't start because QHTM.dll is missing from your computer. Try reinstalling the program to fix this problem." Well I found the QHTM.dll file but what do I do with it?

I have just looked at mine and the dll file just sits in the DSS main menu when viewed in program files.
