What's this for ?

Hi all having owned this scope for nearly 2 years I just found that this ring turns there's nothing in the book about it I see some other scopes Meade ect have this on there scopes some have a locking nut some do not whats it spin for ? See image

It rotates all the way round ,I do image with this scope ( I hear the sighs 0.8 willaims optics flatner reducer ) and wonder if it as any thing to do with that the mind boggles any help ? It rotates all the way round 360

Hahahah looked down the draw tube it's just for show ,should have done that first it does nothing at all
