Satellite orbit question

I have this question that maybe someone could answer.

What will the direction of a perfect polar orbit satellite be if observed from the ground. N-S (S-N depending on the direction it has)?

I believe that it will have a small deviation due to earth rotation but i am not sure.

The amount of deflection will depend on orbit period which is governed by height , if my thinking is right the deflection will always be a westward arc.as the Earth rotates below the satellite irrespective of direction (northward or southward)
