Looking around various telescope sites I see spotting scopes, what exactly are these! Are they telescopes or a different version of a telescope to spot certain targets.

This is just a generic term used for some small telescopes, most usually those used by birders and aircraft spotters. They are often prismatic and have upright images. Small finder telescopes attached to larger telescopes as an aid to finding things are also sometimes referred to as "spotters".
