Minor Planet Centre Obs'y code

Does anyone know how to obtain a Minor Planet Centre Observatory Code ?

There's a link in November S@N but it doesn't work .

I've had a browse around the MPC website but can't find any info on getting a code, found a list of observatory sites but not how to get on it.
