I am not sure but i think so, just had a look at this website Beacon Fell Country Park - Country Park/Nature Reserve in Preston, Goosnargh - Visit Lancashire

but doesnt say what time the park closes, there is a phone number i might give them a call

Last time I went to Beacon Fell it was quite late and beautifully clear!
