Tha Astronomer is about the rapid publication of observational results and alerts about new objects. There is not much discussion, and little or no how-tos - you might find it a bit dry... It does not cater for the beginner at all - but if you make observations, you can certainly get them published there...

The Astronomer does what it says on the tin, it''s mainly for active astronomers who observe regularly and log their results. As Callump says it could be a bit dry but very interesting if you like to compare your results with others. I subscribed for many years from issue1 when there was little else UK based on offer other than the BAA Journal which was a bit suedo professional by comparison :D.
