I have a guy pming me on forum, I replied succesfully then he send me another pm then I get this message when I try to reply to him.

vBulletin Message You may only post 1 messages every 10 minutes.

Any option to disable this feature?

Thanks it's pretty annoying innit when you gotta wait 10 mins to reply to somebody.

I dont think you can disable this yourself (only admin) , it was put in place to stop Spamming after a not so nice incident.

You will probably find that this goes down to 30secs like everyone else once your membership is fully established which means 50 posts and 1 months active participation in the forum. I will check and confirm that for you.
