Blue Plaque for Sir William Huggins??

Anyone know how to get a "Blue Plaque" arranged to commemorate William and Margaret Huggins life and work in amateur spectroscopy?

They spent over forty years doing work at their observatory at 90 Upper Tulse Hill Road, Borough of Lambeth.

It's since been demolished and I believe stood in what is now the Vibart Gardens.

It seems strange that there is no museum or display honoring his tremendous achievements.
