Hi.Ive done one gizmo that looks like cat cooler.Its made from a film canister and a fan and it has two filters to avoid dust inside the ota

For the cooling fan...

Try and introduce a "plenum chamber" between the Fan and the Pipe.. all the really useful stuff with a fan happens around the tips of the blades a box 3 times the the diameter of the fan in length with the same CSA before blending into the pipe would really improve the airflow... But anything is better than nothing...

The other thing you can do is just try to keep it in a cooler place before going out, if you can find one. Physiotherapy flexible cold packs from the freezer might also help.

I think I have seen a "commercial" one has a co-axial tube arrangement where air is blow down a center tube and exhausts through the outer...

The flexible freezer packs is worth considering, I recall ages ago seeing a chappie who had strung a few together with velcro or something similar, then wrapped it around the OTA. He swore by it.
