They probably mean the stable release is available in source code form, which allows anyone theoretically to create their own installer (or more likely in their case: for Linux distribution maintainers to package it in .deb / .rpm format etc.)

Quite often with OSS/FLOSS software, the code is the release, binary packages tend to come hours or days later and may not be handled entirely by the development team.
