I'm sure these are called Moon Dogs, the blue dot is in a lot of photo's I have seen.

Stictly, I don't think it is a dog, but rather a 22° halo. A dog would be a bright patch of light at 22° on either side.

The blue splodge I'd put down to lens flare.

If you Wiki "halo", and follow other links in there as well, you'll find an amazing variety of cloud refraction effects. Only spotted dogs and 22° halo myself though.
