Drill out the hinge?

My recently purchased old Japanese bins have a small screw into the front hinge cap, too small for a camera thread. there is a brass plug that screws in to the front of the hinge. This is where the 1/4-20 camera screw needs to go for a tripod mount. It looks overbuilt, so willing to try taking it up to 1/4-20. I can drill and tap, but wonder if I should unscrew the brass piece or do it in place?

A sharp drill will grab the brass not drill a hole through it, either remove the brass or take the edge off the drill bit.....
