To me, the best time for Jupiter and Venus is at twilight or dawn. I could see many more features even with a 60mm refractor at 69x, 103x, 129x, 144x. 

I prefer viewing Saturn when is dark instead. To spot the Cassini division at 69x on the left/right parts of the rings using a 60mm, you need a dark sky. I believe this is true also for larger apertures.
