I notice when driving round that a lot of lights are generally unnecessary. The lead up to a roundabout on the A1 start some half mile before the roundabout and they are close together, simply knock out 1 in 2 and there would be no difference.

At a small roundabout I can count I think 12 lights on it. There are 5 exits/entry's to it and each has a light, then ther is one in the middle and at least one leading up to the roundabout itself. The roundabout is something like 15-20 foot diameter.

In reality I suspect many places could reduce their costs and the general light pollution very simply, I just wonder how many actually go and look.
