Jean-Baptiste Delambre. He was a biographer of Charles Messier. He succeeded Mechain as a Director of the Paris Observatory in the early 19th Cent (google or wiki should be able to tell you when more precisely). When they were published, these books were reckoned to be the definitive history of astronomy. Does that help?
