HEQ6 volt leak

I've just put my eye to a brand new NEQ6 Pro polar scope and got a tingle!

Putting a meter on a metal bit and earth I get 2-3 volts, If I put my finger on the contact as well I get near 12 volts!

Anybody else had the same? Its mounted on a pier and I'm stood on a wooden floor.

Might just be leakage current through filter or decoupling caps. I don't know how it is all connected so I can't really pinpoint the root cause. Is it connected through an RCD?
