Reasonable Light Pollution for UK?

What is your light pollution in your area and what would you like/expect?

I had a look last night, bearing in mind in was a big moon, kids and neighbours had there lights on, I saw a magnitude 4ish.

What is that like compared to you guys?

I'm in Torbay in Devon BTW
