Making a 12v power lead?

Hi Guys

I want to make up a 12v power lead to link up from my 12v powertank (Maplins) to my HEQ5 drive.

I have a cigar lighter plug and a DC adaptor plug.

My question is, how do i wire these up to give +ve earth?

i.e is the outer barrel on the DC adaptor plug -ve or +ve ?.

and the same question on the cigar cigar lighter plug.

all help would be appreciated.

The outer barrel should be earth on the power tank and the the centre pin on the cigarette adapter should be +12v
